Authorization Criteria for Inorganic Zinc-Rich Primer List

The following procedures are required to authorize inorganic zinc primer suppliers for inclusion on the Authorized Material List (AML). This program is administered by the Chemical Testing Branch, Office of Central Laboratories. Inorganic zinc primer specification requirements are listed in Section 59-2 and Section 91-2 of the Standard Specifications. Inorganic zinc primer must meet American Association of State Highway and Transportation Officials (AASHTO) M 300, Type I or II requirements.

1. For new materials the manufacturer will provide:

A. Authorized Material List Submittal Form TL-9502.
B. Product brochure with detailed performance information and properties.
C. Safety Data Sheet.
D. Test results from an independent testing laboratory when tested to AASHTO M 300.
E. When requested submit a quart sample of the material to the Chemical Testing Branch.

2. Performance acceptance criteria:
In addition to the physical requirements in Table 1 and Table 2 of AASHTO M300 these performance requirements must be met.

A. Adhesion-minimum of 600 psi
B. Salt Fog Resistance-meet requirements in 5.5.8 of AASHTO M300
C. Mudcracking- none
D. Field Performance Requirements- list of projects and contact numbers

3. Send submittal requirements to the Caltrans Transportation Laboratory to the attention of the Product Evaluation Coordinator.

When the submittal package has been evaluated and reviewed, the Department will notify the manufacturer of the findings. When any discrepancies are resolved to the satisfaction of the Department the material will be placed on the AML.
The authorization of inorganic zinc primer will expire in 5 years.
The Department reserves the right to sample and to remove the product from the AML at any time.

Please allow up to 90 days for all evaluations once sample is received.
