Electronic CEM-3101 Portal

Electronic CEM-3101 Portal (E3101 Portal) is an online web application developed by the California Department of Transportation, Materials Engineering & Testing Services (METS) to allow contractors to submit their CEM-3101 form(s) online.

Section 6, “Control of Materials,” of the Standard Specifications requires the contractor to list on Form CEM-3101 all sources of materials and locations where these materials are available for inspection. Receiving this form in a timely manner is critical to the success of the materials management process.

Form CEM-3101 is also known as “Notice of Materials to Be Used”.
