Crumb Rubber Modifier

Crumb Rubber Modifier (CRM) is used in Asphalt Rubber Binder Chip Seal and Rubberized Hot Mix Asphalt (RHMA). There are two material specifications for CRM, scrap tire crumb rubber and high natural scrap tire crumb rubber.

The specification requirements for scrap tire crumb rubber and high natural scrap tire crumb rubber are listed in Section 37-2.04A(4)(C)(iii), Section 39-2.03A(4)(e)(ii)(C) and Section 92-1.02 B of the Standard Specifications.

*Per definition in 2 CFR 184 and 23 CFR 635.410. Crumb rubber is an excluded material under the federal Build America, Buy America Act (BABA). However, Caltrans Standard Specifications Section 6-1.04 separately requires crumb rubber incorporated into the work to be produced in the United States and derived from waste tires from vehicles owned and operated in the United States. Stakeholders should use this information in conjunction with corresponding Caltrans special provision section 6-1.04 to understand applicable requirement for the project.

The California Department of Transportation (Caltrans) is implementing statutory changes required by the Bipartisan Infrastructure Law -Build America, Buy America Act (BABA), as outlined in 2 CFR 184 and 23 CFR 635.410.
