Authorization Criteria for Flashing Beacon Enclosures List

The procedure below outlines the Authorization Criteria Requirements for creating an Authorized Materials List for Flashing Beacon Enclosure (FBE).

As attested to by the supplier as of (date of AML update) per definition in 2CFR184 and 23CFR635.410. Stakeholders should use this information in conjunction with corresponding Caltrans Special Provision section 6-1.04 to understand applicable requirements for the project.

The California Department of Transportation (Caltrans) is implementing statutory changes required by the Bipartisan Infrastructure Law – Build America, Buy America Act (BABA), as outlined in 2 CFR 184 and 23 CFR 635.410.

Flashing Beacon Enclosure (FBE) Authorization Criteria

All FBE to be used by the State of California Department of Transportation shall be on the Caltrans Authorized Material List before incorporation into any construction project.

Material must fully comply with Caltrans Standard Specifications Section 86-1.02P(1) and Section 86-1.02P(3). Each FBE must have a unique serial number.

Manufacturers seeking inclusion on the Caltrans Authorized Materials List (AML) for FBE must provide the following:

1. Manufacturer Provides:

  1. Completed Authorized Material List Submittal Form TL-9502 submitted to: New.Products@dot.ca.gov
  2. Product specification sheet.
  3. Signed Certificate of Compliance (CoC) for the FBE.
  4. Electronic warranty documentation including:
    • Warranty duration.
    • Warranty issue resolution process.
  5. Description of the manufacturer’s Quality Control (QC) procedures and QC test report.
  6. Completed Material Evaluation Checklist by QC Personnel

Sample Unit

  1. Send one complete FBE sample unit for each submittal.
  2. Send all documentation to: EQASI@dot.ca.gov.
  3. Ship sample to:

2. Caltrans Will:

Caltrans, through the METS Electrical Quality Assurance and Source Inspection (EQASI) Branch, will:

Review & Verification

  1. Review the submitted TL-9502 form and all supporting documentation.
  2. Verify compliance with applicable Caltrans Standard Specifications.
  3. Review:
    • Certificate of Compliance (CoC)
    • Warranty documentation
    • Manufacturer QC procedures
    • Material Evaluation Checklist

Inspection & Assessment

  1. Conduct a Material Assessment at the manufacturer’s facility as needed, as determined by the AML owners.
  2. Perform Quality Assessment using the submitted sample unit.

Approval & Listing

  1. Add approved manufacturers to the Authorized Materials List (AML) for a period of three (3) calendar years.
  2. Request re-submittal of the qualification package from the manufacturer every three years and upon successful resubmittal and review, extend AML listing for an additional three (3) years.
