Overview

The Authorized Facility Audit Lists (AFAL) identify facilities approved by Caltrans to supply materials/products for transportation projects. Facilities are audited to ensure they have effective Quality Management Systems (QMS) and meet Caltrans contract requirements, Standard Specifications, and Standard Plans. Audits typically involve the review of quality control practices, documentation, and compliance with testing and material standards. They also help new suppliers understand Caltrans' procedures and expectations, ensuring consistent, high-quality materials are delivered across all projects. Authorization criteria to be included on the Sign Panel Authorized Facility List.

Modification to the process, materials, or procedures documented in the authorized audit may result in immediate termination of the fabricator’s audit. Fabricators are required to submit and receive authorization of amendments to audit documentation prior to implementation of modifications.

The Authorized Facility Audit List is intended to be part of the Department’s Quality Assurance program. When an entity other than the Department is performing quality verification acceptance activities, and per Deputy Directive 23 Revision 2(DD-23-R2), this entity is responsible for its own quality assurance program to ensure project components comply with Caltrans policies, standards, procedures, and best practices.
